| UK sees 40% rise in self-harm incidents |

UNITED KINGDOM - The Government was last night accused of failing to act over a "shocking" rise in incidents of self-harm in prisons. Campaign group the Howard League for Penal Reform said rates of self-harm had risen by almost 40 per cent in England and Wales over the past five years, which was well beyond what would be expected from the ever-rising prison population.
