TEXAS - At least one Texas lawmaker wants to partially abandon the state’s long-time strategy of farming youth offenders out to large, remote prisons – in favor of small, community-based facilities closer to their homes. At a joint committee meeting on the Texas Youth Commission on Wednesday, Sen. John Whitmire, D-Houston, is expected to offer more details on his proposal to decentralize the state’s juvenile justice system, which came under fire last year for widespread reports of physical and sexual abuse.
