| Judge urges look at prison capacity |

PENNSYLVANIA - Northampton County President Judge Robert Freedberg is again pushing for a committee to look at capacity and programming at the county prison. Freedberg wrote last week to County Executive John Stoffa, saying it was ''appropriate that we plan to meet future needs -- immediate and long term'' and added the panel should consist of representatives of each of the three branches of government. Nearly a year ago, Freedberg wrote to Stoffa and proposed an informal study group to examine programming and population issues.
