CANADA - As disturbing new details emerge on the criminal past of a dangerous offender who walked away from his B.C. prison, Stockwell Day, the Public Safety Minister, has asked the Correctional Service of Canada to review how inmates are placed in minimum-security prisons. Police continue to search for Blane MacDougal, 60, who fled Ferndale Institution in British Columbia on Saturday. MacDougal has convictions for murder with malice in Texas -- when a gay man died after MacDougal robbed him and left him in a desolate field -- and a string of sadistic kid-napping-rapes against young women who were bound and gagged, including a woman who was snatched off a highway just hours after he attended a sex offender relapse prevention session.
