| Finances plan eliminates much of deficit |

ALABAMA - Alabama Prisons Commissioner Richard Allen says a far-reaching plan that began last July to help the department wipe out much of a $30 million budget shortfall has produced results, generating all but about $3 million of the deficit. But the prospects for yet another funding gap in fiscal 2009, which starts Oct. 1, are looming already in a system that has long coped with a shortage of officers in overcrowded cellblocks.
