VERMONT - The future configuration of Vermont's prisons became a bone of contention Wednesday between the House and the Senate. That's because the House Institutions Committee voted to delay for a year a Senate proposal to close the women's prison in Waterbury, shift the female inmates to St. Albans, and transform the prison in Windsor into a work camp for men. Committee members want to see other reoganization options considered. They suggest two: renovating Northwest State Correctional Facility in St. Albans to be a job training center for male inmates or closing the Dale Correctional Facility in Waterbury and moving the women to Windsor.
