IOWA - With just days to go before the end of the legislative session, most lawmakers Wednesday still had not seen a plan for a massive investment in Iowa's prison system, including construction of a new prison in Fort Madison to replace the facility built in 1839. That's not sitting well with Republicans, who complain Democrats are trying to push through a plan with little debate. House Minority Leader Christopher Rants, R-Sioux City, questioned why the Legislature would make such an important decision without more discussion. "We should have had public hearings. We should have had a committee process. The fact is they're doing it all behind closed doors," Rants said, arguing Republicans had been frozen out of discussions. Read more.
