WISCONSIN - A bright, new yellow ranch house offers a fresh start to local at-risk youth and one lucky family. Advocates of Fond du Lac's Fresh Start program, including non-profit affiliates and state officials, gathered at an open house and dedication on Wednesday to view the recently completed house at 160 W. Ninth St. Built by 23 high school dropouts intent on overcoming barriers and accomplishing goals, the 1,344-square-foot dwelling is the eighth Fresh Start house built in the community. During the dedication, Wisconsin Department of Corrections Secretary Rick Raemisch took the opportunity to announce that Gov.
