WYOMING - The Wyoming Department of Family Services has granted provisional licenses to a Colorado company to run two juvenile jails where safety concerns have prompted stepped-up state scrutiny. Cornerstone Programs received a state license Wednesday to run the Regional Juvenile Detention Center in Casper. On April 21, Centennial, Colo.-based Cornerstone got a state license to run the Jeffrey C. Wardle Academy in Cheyenne. Read more.
