WASHINGTON - Without enough cells, those accused and convicted of minor crimes can't be held in jail. Population growth makes that an unavoidable reality for Seattle, even when jail-alternative innovations, reforms and efficiencies are taken into account. Officials in Seattle and the rest of King County are acting responsibly in proceeding with planning for new jails. Pushed by a 2001 contract with the county, two groups of cities have taken the lead in planning for additional jail space for minor offenders. Read more.
