| Reform plan in works |

CALIFORNIA - The state has begun a reform plan to reduce overcrowding at state prisons, including California Institution for Men. CIM is over its designed capacity of about 3,000 beds, said Gordon Hinkle, spokesman for the state Department of Corrections and Rehabilitation. The inmate population at the prison is 6,133. Last year, lawmakers passed Assembly Bill 900, a comprehensive overhaul to the state corrections system. Lawmakers hope the new plan, which contains benchmarks for construction, rehabilitation and oversight, will improve public safety by reducing the rates at which inmates return to prison. Read more.
