WISCONSIN - Why is it the incarceration rate in Eau Claire County has risen 350 percent since 1985 while our population has gone up only 17 percent since then? Why is it Eau Claire County has twice the incarceration rate of seven other Wisconsin counties of equal size and demographics? Why is it Eau Claire County has the highest incidence of underage drinking in the nation? Why is it Wisconsin counties have twice the incarceration rate of Minnesota counties? Why is it Minnesota uses many crime-prevention programs such as real community-based treatment for alcohol and drugs, and probation instead of jail? Why is it Eau Claire has a drug court with only 17 participating, when 80 percent of the people in jail are there for alcohol and other dependency issues? Read more.
