CALIFORNIA - There's an oft-heard refrain in the world of social services: If you don't treat the addicted, care for the mentally ill and house the homeless, they will end up burdening taxpayers in a higher-cost setting - the local jail. This year, Santa Clara County is offering some powerful evidence to bolster that argument. After a week of budget hearings, county supervisors are poised to approve a spending plan once again battered by state and local cuts to social programs. But amid the severe scaling back to address a growing $172.4 million general fund shortfall, supervisors are expected to add staff to the Department of Correction and the Probation Department.
