| N.J. jail officers won't face charges |

Camden County (N.J.) Jail employees will not face criminal charges in the Jan. 27 stomping death of inmate Joel Seidel by his cellmate. While an investigation found administrative and procedural irregularities, Camden County Prosecutor Vincent P. Sarubbi said last Thursday the actions were not criminal. The "investigation of jail personnel focused primarily on whether any employees intentionally falsified records in the aftermath of Seidel's death," Sarubbi said in a statement. "Investigators found insufficient evidence of criminal conduct to support the filing of charges." The end of the criminal investigation puts the case back in the hands of prison officials. Four corrections officers still face administrative discipline for failing to perform their duties properly. "We are still looking at the situation at the jail. We are still in the process of disciplining the four officers," said Ken Shuttleworth, Camden County spokesman. "The hearings are not scheduled yet. We are in a holding pattern until we get that information." Authorities said Seidel, 65, of Cherry Hill, was murdered in the psychiatric unit by cellmate Marvin Lister, 35, who kicked and punched the frail former stockbroker more than 100 times. Seidel was awaiting a transfer to the county's Health Services Center in Gloucester Township. Lister was later charged with murder. County policy dictates that an officer walks past all 18 cells in the jail's mental health wing every 15 minutes, officials have said. The Courier-Post has learned a corrections officer last checked on Seidel's cell 25 minutes before his body was discovered. Stuart Alterman, a lawyer for the officer, James Foster, said the gap between checks on the inmates was more like 20 minutes - and that was only because Foster was so busy with other assignments. The county has suspended Foster and his supervisor, Sgt. Dorothy Williams, and is seeking to fire them both. Two other jail employees face administrative charges. |
