ARIZONA - They flexed their muscles and pulled out all of the tools of their trade. Female inmates in the minimum security section of Perryville Prison hammered, drilled and put together a playground last Saturday that would make any parent of an active youngster proud. Fran Garrett, director of Harmony House, a safe house in Peoria, watched the entire production from the back porch of her facility. She has researched the recidivism rates among male and female prisoners. What she has discovered, she said, is that women and men who have participated in work programs while in prison have a lower recidivism rate than those who do not participate. Read more.
