CALIFORNIA - A class-action lawsuit alleging chronic overcrowding at an immigration jail in Otay Mesa was settled yesterday. The lawsuit said the overcrowding at the facility, run by Corrections Corp. of America for U.S. Immigration and Customs Enforcement, subjected immigration violators to health and safety risks.
