WASHINGTON - The Washington Federation of State Employees has won a round in the tug-of-war over contracting state services to private companies. The same 2002 law that allowed unions like the federation to bargain for pay and require workers to pay dues also gave state agencies the option of sending work to the private sector. The rules for doing so are complex and frequently disputed by the unions. That was the case in the most recent debate, in which Thurston County Superior Court Judge Chris Wickham ruled for the federation. Read more.
