Details of Corrections changes announced |

Vermont Corrections Commissioner Steven Gold told lawmakers last Wednesday he plans to create two new positions, hire several additional administrators, examine the security system and revamp prisoner grievance procedures. He described the moves as the first steps in an overhaul of the Corrections Department's operations, which were sharply criticized in a report by two outside investigators last month. Gold said he plans to hire a new administrator to oversee the department's medical and mental health services and a central administrator to oversee the operation of all nine prisons. Audits of all the facilities would be conducted by five-member teams. He also plans to ask for additional staffing for the prisoners' rights office of the defender general's office and to create an outside advisory board to meet with department officials regularly. During his testimony to the Joint Committee on Corrections Oversight, he confirmed he had placed St. Albans prison superintendent Charles Hatin and Newport prison superintendent Kathy Lanman, as well as St. Albans employees Steven Andrews and David Ibey, on administrative leave pending the outcome of a departmental investigation. Those actions had been announced in an e-mail sent to department employees and lawmakers on last Tuesday. Gold's testimony was the department's first official response to the investigation of the deaths of seven individuals who were under the supervision of the department. He plans to issue a final plan of action when he appears before the panel again on April 30. |
