UTAH - Utah needs to revamp its juvenile justice system along with the rest of the nation, according to a national study released Wednesday. An analysis by the Baltimore-based Annie E. Casey Foundation focused on U.S. juvenile justice systems and revealed that community-based services for juvenile offenders can be more successful in changing harmful behavior than simply locking children up.
