FLORIDA - The politically popular "lock 'em up and throw away the key" approach to crime is not being tough on law and order, it's being financially irresponsible, the head of Florida's prison system said today. Walt McNeil, head of the Department of Corrections, said Florida has more than 97,000 people in prison and is planning five more prisons. He said taxpayers can't afford to pour $2 billion into prison construction in the next few years, and called for major budgeting of mental health, job-training, drug programs and basic education in the prisons.
