VIRGINIA - Gov. Timothy M. Kaine has directed the state Department of Corrections to stop taking prisoners from other states. The directive, made after complaints from sheriffs who are keeping state inmates in overcrowded jails, halts a proposed plan to sell 1,000 beds to out-of-state prisoners. Read more.
