WASHINGTON, DC - A disturbance involving about 25 inmates broke out early this morning at the D.C. jail, but authorities said there were no escapes and no reports of injuries to either inmates or staff. "At no time was there a threat to the community," said Assistant Police Chief Alfred Durham. Durham said the unrest apparently stemmed from a fight earlier in the evening in the maximum security area, in the southeast wing of the jail.
