WASHINGTON - Do prison inmates have the same rights to examine public records that people outside the prison walls enjoy? It’s time for the state Legislature to answer that question because the courts and the state attorney general cannot seem to agree. In its most recent ruling, a sharply divided Washington State Supreme Court seemed to come down on both sides of the issue. The majority said that prisoners are entitled to public records from the Department of Corrections, but jail guards working for the same agency can keep those records out of the hands of the inmates.
