INDIANA - When any of the 64 prisoners released a day leaves prison, he or she is placed in civilian clothes and given his or her personal items, a stipend or any savings they accumulated and up to a 30-day supply of medication should it be required. If they were leaving prison with a job and continuing health care, substance-abuse treatment or education, there would be far less recidivism than the 25.6 percent return rate Lake County saw last year, according to Indiana Department of Correction Commissioner J.
