CANADA - A group of federal prisoners in Kingston failed in a legal ploy that could have delayed the closing of a controversial halfway house. Sixty-one inmates who live in a segregated unit at minimum-security Frontenac Institution filed an application asking a judge to stop Corrections Canada from transferring them to the main prison complex.
