| OpEd: With tougher laws come trade-offs |

VERMONT - In any effort to better protect Vermonters from those who would break the law, tougher laws are only part of the solution. Vermonters must also be willing to devote the necessary resources to make sure those laws are properly enforced and follow-up measures are consistently carried out. In the wake of the kidnapping and death of 12-year-old Brooke Bennett, the focus has been on how to change Vermont laws so that those guilty of sex offense against children serve long prison sentences, and how to keep better track of sex offenders who have serve their time. That includes the rising demand for Vermont to adopt a 25-year mandatory minimum sentence for sex offenders, a key part of what is known as Jessica's Law. But the Associated Press reported that Sen. Richard Sears, D-Bennington, sees just bringing Vermont's sex-offender registry into compliance with federal mandates under a 2006 law costing the state "in the millions of dollars." Read more.
