ILLINOIS - Laughter marked a ceremony Wednesday at the Cook County Juvenile Temporary Detention Center that celebrated two milestones—the graduation of newly trained staff now overseeing a restructured residential unit and the one-year anniversary of the facility's court-appointed leader. The graduation represented success at a facility that has been plagued with violence and unsanitary conditions dating back to 1999, when attorneys with the American Civil Liberties Union sued Cook County officials, who then had oversight of the facility.
