MISSOURI - Many a social program has been defended under the banner, “better to spend the money on this than on more prison cells.” We not only understand that view, we have voted that way. And still, more prison cells are needed. The new Chillicothe Correctional Center is the 21st century’s answer to dual challenges — the compelling call to rehabilitate the offender and the constant requirement to protect the public. The $120 million prison will open this fall with room for 1,636 women inmates, more than three times the capacity of the antiquated facility it will replace. Its features include state-of-the-art security, improved safety for the prison staff and operating efficiencies that will mean lower costs to taxpayers for heating, cooling and lighting. Read more.
