American Civil Liberties Union officials said they're pleased with some recent operational changes at the Hawaii Youth Correctional Facility, but they're still concerned about the alleged mistreatment of inmates. State officials briefed lawmakers last Wednesday on actions they've taken to address the concerns that were raised by the civil rights group last summer. Those actions include the addition of deputy sheriffs serving as officers and cooperation with the attorney general's office and the Department of Human Services to address the concerns. An investigation by ACLU-Hawaii alleged that youths at the Kailua lockup were being kept in crowded, unsanitary and brutal conditions. A state investigation led to the removal of the director and top manager of the juvenile prison last year. Officials with the Office of Youth Services and the attorney general's office say criminal and administrative investigations are ongoing. So far, investigations have resulted in charges against two officers, who are scheduled to go to trial later this year. |
