NORTH CAROLINA - References to the two men charged with former Student Body President Eve Carson's death appear in almost every recommendation from a federal review of the N.C. probation system. N.C. Department of Correction officials traveled to Washington, D.C., last week to meet with the National Institute of Corrections and discuss future reforms to a probation system that allowed offenders Lawrence Lovette and Demario Atwater to slip through the cracks. With 35 draft recommendations for amending state statutes and correcting management, training and communication practices, the final recommendations are expected to be released this week. Read more.
