ILLINOIS - Lake County Sheriff Mark Curran emerged from his self-imposed week in jail Wednesday and called for more emphasis on "moral rehabilitation" for inmates of penal institutions. Calling his own 760-bed facility "the finest jail in the nation," Curran said other jails and prisons would be well advised to follow his lead. Read more.
