Panel investigates sex offender management

VERMONT - Suzen Wood says she was shocked when she called a Vermont Corrections Department staffer about an upcoming parole hearing for the man who sexually assaulted her 7-year-old relative, only to be told the staffer hadn't read the case file but was recommending the offender for parole anyway.

"This is a broken system," the 36-year-old substitute teacher from Fair Haven told the Senate Judiciary Committee on Thursday. "What the heck is going on?"

After Wood sent a round of e-mails to every state official she could think of, the Corrections Department reversed course, sending her a letter saying that "upon further review and consideration, the recommendation to parole is being withdrawn." She described her experiences as the committee, joined by two members of the House Judiciary Committee, took testimony on what changes need to be made to the way Vermont manages sex offenders.
