VANCOUVER, CANADA - Talking of young people, Vancouver Judge Thomas Gove says he thinks that, despite what some folks think, they're better behaved than they were in the past. "Juvenile crime in this province has gone down to about as low as it can get," Gove told The Province. Gove, best known as the commissioner of the Gove inquiry into child protection in the mid-1990s, visited our paper to discuss the new downtown Vancouver community court that will start up next month.
