CALIFORNIA - Some community leaders here don't think their city should be part of an ambitious plan for fixing the health care system in California's prisons. But they may be powerless to stop a court-appointed receiver from putting an 1,800-bed inmate medical center at the east edge of Stockton, which some believe could strain medical resources in San Joaquin and Stanislaus counties. The huge center, about four times larger than Stanislaus County's biggest hospital, would mainly give long-term care to adult prisoners with chronic illnesses and mental disorders, state officials said. According to project paperwork, more than 3,000 medical and corrections personnel eventually could work at the 1 million-square-foot complex, proposed at the Northern California Youth Correctional Center on Newcastle Road.
