| Inmates to work in city |

WEST VIRGINIA - The city of Wheeling is making official its use of prison inmates during cleanups. Joelle Ennis, city marketing specialist, said Friday that Wheeling has entered an agreement with the West Virginia Department of Corrections to use inmates for various projects, such as cleanups of garbage and litter and removal of weeds around city streets and city-owned properties. "The city has used inmates in the past," Ennis said. "We used inmates during the Great American Cleanup on Wheeling Island this summer." She noted the inmates used are non-violent offenders, some of whom are about to be paroled back into society. Read more.
