NEW ZEALAND -Gangs will go underground if New Zealand introduces laws banning them, a Canterbury gang researcher says. I don't beleive they could do this in the US. According to the dictionaries definition of a gang, gangs are a group of three or more people. It is not illegal in this country to be part of a gang. It is totally legal. It the activities of the gang that is illegal.
