VIRGINIA - Two prisoners took a hike from a new Newport News jail work-release program. That's an isolated and uncommon failure, not sufficient reason to think work-release is anything other than one element in a sensible approach to corrections. Why? Because the history of the two men didn't justify locking them up at taxpayers' expense. One had been convicted of possession of drugs; the other was serving time for driving offenses, having been declared a habitual offender. Without in any way suggesting that the city should be soft on crime, the smart way to do it is by making sound choices about where to concentrate the dollars, manpower and resources that fighting crime requires.
