VERMONT - For some time I have been concerned that the criminal justice system in this country seems to focus more and more on punishment, and less and less on rehabilitation and re-integration into society. In the past 25 years, largely due to mandatory sentencing laws, the incarceration rate in the United States has more than quadrupled and is the highest in the industrialized world. We currently have about 5 percent of the world's population in the United States, but 24 percent of the world's prisoners. Some have called this trend "mass incarceration."
