| Update - N.Y. to cut spending, no layoffs |

NEW YORK - The New York Department of Correctional Services plans to save $10 million a year by consolidating some operations and cutting back on staff through attrition. Officials said Thursday the agency isn't laying off employees and facilities won't close. Corrections Commissioner Brian Fischer said 17 medium and minimum security facilities will consolidate dormitories. The New York State Correctional Officers and Police Benevolent Association union said the plan will jeopardize safety for its members and the public. "Our members are already understaffed and work in the most dangerous atmosphere imaginable," said union President Donn Rowe. "We definitely understand the idea of saving costs, but do so at the expense of our member's safety can not be tolerated." Read more.
