ILLINOIS - The COGFA advisory opinion on Pontiac Correctional Center has been released, and Mayor Scott McCoy calls it "a precise and powerful statement" against closing the prison. With Tuesday's date and now posted on the Web sites of the Commission on Government Forecasting and Accountability and linked to on the mayor's www.SavePontiacPrison.com site, the opinion, in its conclusion, says that the Illinois Department of Corrections "had not presented testimony to justify closing of the facility." A copy of COGFA's 9-0 motion "to not accept (the DOC's) recommendation for closure" of the prison is included in the report. COGFA's recommendations to the governor are advisory only. Gov.
