| Jails over flowing, Justice says |

UGANDA - The Judiciary must adopt new methods of dispensing justice that save both time and resources, Principal Judge James Ogoola has said. Speaking at a stakeholders’ round-table meeting on prison conditions on Friday, Justice Ogoola proposed the increased use of “plea bargaining”, a practice where suspects are offered incentives like reduced jail terms to willingly confess. Justice Ogoola said the practice would help reduce the backlog of cases currently delaying the delivery of justice, and increasing the period suspects spend on remand. “The jails and prisons are full.
