ILLINOIS - The Daily Leader has obtained a copy of a memorandum which outlines the additional rights and privileges of employees of Pontiac Correctional Center should the facility be closed. Named the “Memorandum of Understanding” it says it outlines rights above and beyond those in the Collective Bargaining Agreement. “These terms have been agreed upon as result of the possible closure of Pontiac Correctional Center and the parties’ recognition of the necessity to hire cadet classes at the same time,” states the memorandum, which is signed by American Federation of State County and Municipal Employees Council 31 and someone designated as “for the employer” which would be the Illinois Department of Corrections.
