Juvenile facility revamped after horrific death

Ten months after the death of a 17-year-old at a juvenile detention center, that facility has a new philosophy and a new management team.
Omar Paisley died in agony at the Miami-Dade (Fla.) Juvenile Detention Center after his appendix burst and nurses refused to help him, and no officers or supervisors called 911 -- reportedly afraid of losing their jobs if they did, according to investigators.
Now, Willie Westley, who has run several prisons over his 35-year career, has been handpicked to try to turn around the trouble center.
George Denman, interim Department of Juvenile Justice secretary, said last Wednesday, "Today, we start of new era at the Dade Detention Center."
Since Paisley's death, officials 21 staff members have resigned or been fired.
Now, the center is installing 167 digital cameras and a new intercom system, in addition to providing additional training for supervisors.
Local 10 visited the facility, and reporter Michael Putney said that what he saw was a "clean, orderly juvenile jail that appears to be well-run and humane -- reflecting a new philosophy"
