MICHIGAN - Michigan's prison population, a huge and growing drain on state tax dollars for a generation, is doing something odd and unexpected this year: shrinking. State prison officials report that the total number of inmates through the first 9 months of the year is 1,575 fewer than what was projected on Feb. 1, and appears to be headed even lower. Wayne and Oakland, Michigan's two largest counties, accounted for the largest reductions in the number of felony sentencings: 410 fewer in Wayne (4.9% reduction) and 173 fewer in Oakland (5.4% reduction), though other counties declined by larger percentages.
