CALIFORNIA - Rehabilitation or incarceration? It is a question voters will face on November 4 when it comes to their vote on Proposition 5. The Non-Violent Offender Rehabilitation Act or NORA will allocate $460 million to expand and improve drug treatment programs for non-violent drug offenders. Proponents say the measure will ease overcrowding by reducing the number of non-violent offenders going to prison and instead providing rehabilitation with real accountability.
