CANADA - Government plans to hire 110 more probation officers to keep a tighter leash on convicts in the community are cold comfort to the dad of a seven-year-old kidnapping and sex-assault victim. "The justice system needs to be changed even better than that," the father told Sun Media. "The community should be informed (of convicts living there), first and foremost." Solicitor General Fred Lindsay announced yesterday that the government will spend $12.3 million to hire 50 more officers this year, and 30 more in each of the next two years. Lindsay told Sun Media that in recent years, probation officers' workloads have increased, making it harder for them to keep an eye on individual parolees.
