PENNSYLVANIA - Schuylkill County can’t put off resolving its problem with overcrowding in its prison forever. “Starting in 2010, they’re going to start taking action,” county President Judge William Baldwin said Wednesday of state Department of Corrections inspection standards. New standards will go into effect Jan. 1, 2010, according to department spokeswoman Susan McNaughton. She described new rules as more “stringent.” “It would have a big impact on us,” Baldwin said.
