DENVER - The Colorado Department of Corrections rejected Canon City's protest Thursday challenging a decision to locate its new headquarters building in Colorado Springs. The city, which along with Pueblo was one of five finalists hoping to be the new home for the 85,000-square-foot DOC central office, said the department was unfair in the method it used to consider various aspects of the bid, such as adding travel costs to the total amount without first notifying bidders. The city also contended the bid didn't take into account that its proposal, which ended up as DOC's second choice, came in higher because it included a maintenance reserve fund that the winning bid from Mortenson Development Inc. did not. But Dave Schouweiler, manager of purchasing for the department, rejected the city on all counts, saying DOC did everything the law required. Read more.
