CALIFORNIA - Just looking at the numbers, the proposed prison hospital in Camarillo would generate more jobs for Ventura County. That's either a very good or a very bad thing, depending on one's perspective. Converting the Ventura Youth Correctional Facility into a healthcare facility for inmates would create 1,500 to 1,700 construction jobs — fewer than the number lost over the past year because of the housing collapse. That would be an immediate boost to the county, where the unemployment rate has jumped from 5.3 percent to 7 percent year over year through September.
