OHIO - Sixteen Mohican Juvenile Correctional Facility youth offenders will not be allowed to cast provisional ballots in the county. U.S. District Court Judge Donald C. Nugent rejected a last-minute request Monday to grant an injunction allowing the youth offenders to vote provisionally pending an appeal of his earlier ruling. Nugent ruled Friday that the youth offenders did not meet residency requirements under Ohio Law to vote in Ashland County. David Singleton, executive director of the prisoner rights advocacy group that helped the youth offenders register, said Sunday that he planned to appeal Friday's ruling.
